You know, so what if a corrupt ex-cop got killed while wearing a mask and trying to set fire to the hot dog cart of the blog owner who got him fired for being crooked? Former Little Rock, Arkansas police officer “Creepy Todd” was a person. And he probably loved puppies, too.
Todd “Creepy” Payne was a super-sweetheart of a guy, and the subject of at least one blog post by Ean “War Chief” Bordeaux, proprietor of a hot dog cart and a blog called Corruption Sucks. Ean’s writing style is as subtle and elegant as the name of his blog. Here are a few of the highlights from one of Ean’s blog posts on “Creepy Todd.” You can find some footage at the bottom of this page of 14-year veteran Payne acting in his duties, while amongst the living

He then went on to accuse Payne of driving across state lines to Missouri, to intimidate a witness, for which he received a 30-day suspension.
Blogger gets corrupt cop fired, corrupt cop sets blogger’s hot dog cart on fire.
Creepy Todd, who Ean has accused multiple times of being a racist and homophobe, got fired after an investigation into corruption charges that the department declined to elaborate on. And it was a couple years later in the still Arkansas night when Todd found his way onto Bordeaux’s property in “the hood,” creeping up to his hot dog cart with nefarious intent. Payne set the cart, which Ean uses to make a living, and which is parked right next to his house, on fire.
Ean saw the fire from inside his home, emerged in his bathrobe and beat the fire out with his bare hands. He then called the police. The police (SHOCKINGLY) were a bit slow to respond. So slow, in fact, that Payne had time to sneak back onto Bordeax’s property, attempting to set the cart on fire AGAIN.
But, Creole-Huoma Indian Ean, who goes by “War Chief” among his friends, was waiting. As Payne attempted to set his cart and home on fire again, Ean (to put this as delicately as possible) ran his fat, white ass down like a Choctaw freight train and tackled him. The intent, he says was not to kill him, but simply to restrain the repeat arsonist until police arrived.
But, as they say…you drop a pig from a certain height. Creepy Todd’s pork-fed body couldn’t withstand the impact with the War Chief or the ground, and he very sadly died shortly afterward. When Ean removed Payne’s white (of course) mask, he recognized the man right away.
As of now, Ean is under investigation to determine if charges will be pressed, but he’s already been released by a judge at his first appearance. That likely means that the department will not opt to harass the bane of their existence for the time being. But remember…Creepy Todd Payne was a person, too. Maybe he had a bad childhood, and just needed a hug. Or whatever.

Drove up to her house and wrote C-U-N-T on her property according to him (Creepy Todd bragged to me personally, before I obtained the report) Scared that poor lady out of her mind. I can go on. Just wait till I get to his DWI, his dereliction of duty, his trapping rats & cats in his yard and releasing them into “black” communities laughing & bragging to his fellow LRPD Police Officers[/box].
